It seems this is an entrance of a highway.
By the way, I have never seen horse carriages in this neighborhood.
I don't know why this kind of sign is here...

Ha! I love that you have never seen a carriage there. Nice.
This area is mainly for "business & shopping". I think there's no tourists here... So, horse carriages in this area can be substitutes for trucks. But, in 21st century??
